Computer and Internet Use 

Philosophy

In keeping with its mission and goals, New Haven Community Library provides the community with access to the Internet and public computers to access it. While the Internet is a resource for obtaining and transmitting information of all types, it is an unregulated medium and may provide access to information that is inaccurate, illegal, or that some may find offensive or disturbing. Therefore, the Library assumes no responsibility for the accuracy or suitability of the information on the Internet.

The Right to Access and View

The Library subscribes to the Library Bill of Rights adopted by the American Library Association and will not restrict an individual’s access to the Internet, regardless of age. The Librarian may, however, limit the length of time any individual spends at a terminal, to ensure equal opportunity of access for everyone.

As stated in the Library Bill of Rights of the American Library Association, “The use of Internet filters to block constitutionally protected speech, including content on social networking and gaming sites, compromises First Amendment freedoms and the core values of librarianship.”Accordingly, New Haven Community Library does not employ Internet Filters or otherwise block use of, or access to, the content of the Internet.

Policy for In-House Laptop Use

  1. Computer users must read the New Haven Computer and Internet Use Policy. A copy of our policy is posted in the library general-use area.

  2. Laptops are available on a first come, first serve basis. Community Members will need an active and up-to-date library account to access Laptops.
     
  3. Laptop use shall not be limited by age. However, the Librarian may limit the length of time any individual spends on a device to ensure equal opportunity of access for everyone.

  4. Laptops are for in-Library use only and may not be taken outside the Library, including the town office lobby or side patio.

  5. Laptops should not be left unattended at any time. Laptops found unattended by library staff will be immediately returned to the circulation desk.

  6. Library staff have the right to reserve laptops for educational computer classes or individual instruction. When a literacy class or one-on-one instruction is scheduled, any needed laptops will be removed from general use circulation and will not be available for walk-in users during that time. Library staff may limit the length of sessions to accommodate literacy classes/instruction.

  7. Patrons may use any software applications that are installed on the laptops. They may not upload or download information or executable programs on devices.

  8. Any damage to the laptop or damage or loss of the Library’s computer related materials will be charged at replacement value to the patron responsible or to his/her parent or guardian in the case of a minor.

  9. Any sound played through any library device must be played through headphones so as not to disturb other patrons’ use of the building.

  10. Parents and guardians of children are responsible for the appropriate use of the Library computers.

  11. The Library assumes no responsibility for supervising users who are minors. Parents and guardians are encouraged to accompany their children and guide them in their computer explorations.
